Outline Editor doesn't work thoroughly

when trying to make edits to the outlines, the editor becomes buggy. the sections move erratically and sometimes duplicate. large, blue lines start to appear anytime you try to move the outline items to correct the order. this makes it really difficult to edit, and because there's no way to save the outline you have to completely rewrite everything if you refresh to correct the lines.
